Most counties have a law library. You can go in person and use their research computers and law books or you may be able to search their legal databases from your home computer.

You are NOT restricted to use your own county's law library. Some counties offer many online databases and others do not. Sniff around the various county and city law library websites to see what they offer - such as fastcase, tellis, casetext and others.

Google scholar is a simple tool to search state and federal case law. https://scholar.google.com/

Depending on each administrative citation allegation the remedy, and your defense, may be like playing 3D chess. Your defense will come from a puzzle of decisions. From our experience no one understands exactly how this administrative citation law is to work.

One huge issue is that 540 local agencies (cities and counties) each make different law. What may be law for one city may be completely different law for another city. So, each case law you study may have law and facts you are unaware of. It is a monster and a big mess. Candidly, it is a bunch of people with power guessing at what the law says and what the law means.
