Here is why. You are the Defendant defending against the administrative citation. Being the defendant is important as some legal issues affect defendants and some affect plaintiffs. As a defendant for example you can serve DISCOVERY immediately.
Of course you are the defendant when you are cited by a city. Even lawyers agree.
