Some cities only permit 7 days to file an "appeal."
Typically you must pay the fine upfront. Then you file a notice to the city you are contesting the administrative citation.
WARNING! If you fail to file your appeal with the city or county or agency by the DEADLINE, YOU LOSE! So, be 100% certain of the deadline and file your "request for a hearing" labeled an "appeal" by the deadline in the ordinance or rules of agency you are defending against.
