This is unique law. Most lawyers have no idea what it is. THE PROBLEM: each city big or small authors its own law. How are lawyers supposed to know the laws of 540 local agencies (cities and counties) in the state of California? Of course they don't. And that is the problem.

This is municipal law with a sprinkling of civil law and administrative law - its very confusing stuff.

This book is available at all law libraries - The California municipal law handbook. This book - combined with your City municipal code will give you most of what you need to combat these issues.

Categories of law include civil law, criminal law, maritime law, international law, and administrative law pursuant to the California Administrative Procedures Act. This is NOT that law. So don't get confused.

This administrative citation law is municipal law. Each city and each county create and pass ordinances that are the law of that local agency. You citation will be controlled by the law of the city, town, county who issued the citation. This in-itself is bizarre because the legislature has permitted each local agency to enact its own law. What we have is 540 local agencies (a local agency is a town or city in California) each with different law. Talk about a nightmare! What is worse is that this is similar to HOA law -- the only lawyers that know the law work for the city! Its difficult to locate a law firm that knows this law. In many ways this is very similar to defending against a homeowners association.

To begin you will need to read your city's municipal code that has to do with administrative citations, and or abatement. Each and ever detail of the law is relevant to your defense.
